Union Plan Provided General Pardon Confederate Southerners Pledged

Front What did the 10% plan do?
Back It provided a general pardon to all Confederate Southerners who pledged loyalty and accept slavery is abolished.  It wanted to give blacks the right to vote.  It let states into the Union when 10% of the voters take the oath.  Gave the right to vote to slaves who were educated, have property, and serve the Union Army.
